Overheating & Erratic CPU speeds

I put together this computer about 6 months ago, but recently I began having this problem. It's a i5-4690k and a MSI Gamming 5 mobo. The code on the mobo says 66. That code in my MOBO book says "Late CPU Initialization". I do not have the Turbo Button on in Bios, and I am using the latest Bios software which I flashed.
 
The cooler is an Seidon 120v, maintenance free liquid cooler. It appears to be running perfectly. It's not the seating of the cooler to the CPU because this system was running fine for months before this problem began.
 
I cleared the CMOS and it seems kinda stable. The temp is steady at about 30 degrees C. But, the processor speed still fluctuates between 3800 and 3900. Again, I don't have the turbo button on in bios so a i5-4960k should be at 3500 right? Shouldn't it be stable as well?
 
Slowly getting worse again. Temps climbing back to 70 degrees C. Processor speeds fluctuating between 3900 and 3700.

Someone PLEASE HELP?

How do I figure out what the problem is?
 
Okay so, I bought a new motherboard.

Didn't fix a thing.

Removed liquid cooler, and installed factory cpu heatsink and fan.

Fixed? Temps are now around 30 degrees C.

I feel stupid. Cause I was sure it wasn't the cooling system. I also didn't know that the processor speed changes as I need it too. That's normal?
