Overheating gpu and cpu

Hey TH!
I've just build this second hand part PC and the Temps are too high...

When I'm playing rust I get 72-74 Celsius on the GPU and 62-67 Celsius on the CPU

Specs:
I7-2600K 3.40GHz (not overclocked)
4GB DDR3
GLH Phantom GTX 780 3GB GDDR5
128GB SSD
Aerocool cruisestar case with 1x fan on front
Arctic Freezer 11LP cpu Cooler

I have changed the thermal paste multiple times and changed gpu thermal paste too!

Isn't 74 Celsius on gpu not high when it's not even overclocked and it's cleaned like a brand new?

Nope, that's fine. In both cases of the GPU and CPU as long as you are below 75 you are perfectly safe. Below 80 is relatively safe. Below 85 is pushing it.
