Overheating GPU and trying to figure out the cause.

Hey guys sorry about the wall of text but i don't really know how to simplify this. I have had my rig for about 4 years now and i always tried to keep it relatively clean of dust. About 3 weeks ago i had to re-install windows 7 and it seems after that is when the problem started but that may just be a coincidence.

The problem is that my GPU seems to not cool itself and regularly overheats. I looked around and started using MSI to monitor my temps. I play CSGO which doesn't take much to run but for about 10-20 minutes my GPU will be running at 95-100C with the game full screen maximized, and when i am just idling on the desktop its about 70-85C. This will go on for some time until i hear my fan go full speed and my GPU temp shoots down to 50-60C and will run completely fine with no lag.

I have tried looking up the potential causes and i cleaned out my case GPU for dust and also re applied thermal paste. I was thinking i may need a new PSU since it seems like the GPU is powering correctly but im not sure since it does run on temp for an hour or so until it will shoot back up to 95-100C.

I have re installed my GPU drivers from Nvidia, i dont know if its because i didn't install a driver that is needed or if its just failing hardware but i was hoping one of you guys could give me some advice on what i should do. Right now i am about to just replace my GPU and PSU and hope i was right.

I had the same problem, when i asked ASUS support (i have Asus card) they said that the problem is that before MSI afterburner i had installed Asus gpu tweek and now the files are mixing and causing problems. which sounds stupid to me. So i just did Win 8.1 recovery and my problems stoped
