Overheating GTX 670 Possible Upgrade

My EVGA GTX 670 is reaching 81 Celsius without too much issue and occasionally my screen goes black and enters "sleep mode" and wont leave it until I restart the whole computer.

I've been told this is probably the GPU restarting itself to avoid damage from the heat?

Is this true? Im considering trying to take the GPU apart and look for dust to see if that helps but I also recently just bought a new motherboard, cpu, and RAM and am considering just upgrading the GPU.

I was looking at a 1060. Im a total hardware newb but would a 1060 be a significant improvement over a EVGA 670? also would it run well on a system with:

i5-6600k
16 GB Ram
ASUS z170 Pro Gaming Mobo
650 w PSU

Im looking for either advice on how to lower the heat on my current GPU/think I should upgrade or recommendations for a better GPU.

Im not looking to spend more than $250-300.
Also i much prefer NVIDIA to AMD

Well the temperatures aren't horrible nor the best to where the GPU should protect it self. I'd try MSI Afterburner or EVGA Precision X to setup a custom fan curve to keep the temps down. Now if it still does this then i would purchase a new GPU.
However if you upgrade i highly suggest you atleast get a new GPU with 4GB of VRam. The 3GB on the GTX 1060 is junk and not worth your money. I'd personally take the RX 480 over the GTX 1060 for the extra Vram and Vulcan support. I had the Asus Strix RX 480 and can i say i loved it alot. It ran on my Ultrawide 2560x1080 very well. But currently im using an Nvidia EVGA FTW GTX 1070. Now I'd highly suggest you get the GTX 1070 for the extra head room. I mean it is $399 but if you can spend the extra $100 like i did then its totally worth your while. But the Asus Strix RX 480 is no joke. In no fan of either brand. I like them both and have zero issues with their software and drivers.
Also may i know the exact model of the power supply? Thanks!
 
Corsair 650w, unsure of the specifics. I should also mention that the specs i listed are the components I havent installed yet.

I currently have

i7 920 @ 2.66ghz (stays below 50 C so thats not the issue)

Im installing the i5 sometime next week

Also the black screen issue wasn't happening at 81 celsius but last I was monitoring the temperature the GPU was staying around 80-81 im assuming the temps were higher when the black screen occurred.

Also what about the 1060 that has 6 GB?
