Overheating northbridge yellow substancr

I have a Asus rampage 2 gene and my northbridge is getting quite warm, the heatsink is getting hot and temps are 70 Celsius idle. There is this yellow substance that I think was tim but doesn't seem to be doing the job now.

i have the same issue with my current board (but still runs fine for i think 3-4 years now)
what i did was get a spot cool fan, google it, it has a gooseneck(?) so you can bend it to however you want and cool spots you want.
it's fairly cheap too. so i have this pointed at my NB heatsink. without the fans it is hot to the touch, i mean i cannot hold it for long, but with the fan it is just warm,
