[SOLVED] Overheating

I have an i7 6700 Hq 3.10 GHz, and my laptop which is a dell precision 3510 is overheating at around 97° c. This is very hot temps for a laptop and i also have a cooling pad but it only reduces the temps to 94° c, can someone pls tell me what the problem is and how can I fix it?

Have you tried reapplying thermal paste to the CPU and cleaning any dust inside the laptop and fans?

Yes i cleaned my laptop and changed my thermal paste, and now I am getting around 50 idle and 85 underloads still very hot!
