When I overclock my video card slightly, it will cause occasional freezing, and when overclocked much more, it will cause constant flickering, freezing and crashes, making overclock unusable.

My setup is:
OS: Windows 10 Home 64-bit
CPU:Intel Core i5 2500K @ 3.30GHz
RAM: 8.00GB Single-Channel DDR3 @ 668MHz (9-9-9-24)
MB: ASUSTeK Computer INC. MAXIMUS IV GENE-Z/GEN3 (LGA1155)
GPU: XFX Double D Black Edition Radeon HD 7950

GPU is harder to overclock usually, how much is slightly? How much is overclocked more?
If you just increase the clocks without voltage you'll run into issues.

You need to read guides because it sounds as though you have no idea whats going on.

When I overclock it to 950MHz, it's just freezing, but at 1100MHz, I get all the problems mentioned above. If you're referring to voltage, I also changed the power control in small increments, all the way to the max, and the problems still persisted.
