overwatch help please

So i just checked on the site can you run it im not sure how reliable it is but it said i can run overwatch on min and recommended spec but when i play i just jump between 30-40 fps.

my specs are:
r9 270 gpu
AMD A10-7890K cpu

Can You Run it sometimes can't be trusted that's only sometimes, I always check on GameDebate, How much GB of Ram do you have?
