Well, the P4 1.3 is the older Wiliamette 423 pin chip, prolly underclocked to target low end markets. It can potentially run at 2.0 GHz, but since the multiplier is locked, you will have to increase the FSB too high to get a stable system. 1.6 MHz or thereabouts is a pretty reasonable target.
The original Intel D850GB board, as all Intel boards, dont have any overclocking facilities. But is a well known board, and you can easlity overclock it through software using the CPUFSB utility.
