Thermalright and Swiftech make the best air cooled heatsinks around. For Thermalright the SP-94 is the top of the line. For Swiftech, I think the MCX4000 is the best. These are heatsinks only so you will need to get a good fan. Vantec and Delta make good fans. The heatsinks are expensive as well, between $50-$60US. I've heard the Zalman CNPS series is quite good but don't fit on all motherboards.

If you're not interested in overclocking, then stick with stock.

To answer your question, the top-end P4 heatsinks out there are the Thermalright SP94, Thermalright SLK948/947U, Zalman CNPS7000A-CU/ALCU, Swiftech MCX4000-T, Swiftech MCX478, and coolermaster makes decent heatsinks with heatpipes, just can't remember their names, and last but not least, the Vantec Aeroflow.
