P6N SLI-Fi Wont shutdown

hello, not a complete noob with building computers...been doing it for the last few years now and i cant quite figure this one out. first my setup:

-Core2Quad Q6600 2.4ghz (B3)
-Arctic Freezer 7 HSF
-Thermaltake TR2-430watts
-EVGA e-geforce 8500GT
-Wintec 2gb DDR2 800mhz dual channel memory
-Windows Vista Ultimate x64

now for the problem...this rig wont shut off. when i hit shutdown in vista the monitor goes dark, and nothings responsive. only way to shut off computer is to hold the power button til it shuts off. ive tried searching...first time building a LGA775 socket computer. the thermaltake has a 24pin power connector, and an extra 4pin connector (which i plugged into the mobo). problem is...the mobo has 8pin's. could this be the problem? i figured 430watts would be more than enough power since i do not overclock whatsoever. just want a performance quality stable rig.

manual reccomends at least 450watts, but that shouldnt be the problem as ive heard of others using the same board and power supply without a hitch. im currently reinstalling vista to see if this does anything. anyone have any other ideas?
