Packaging a CD

Windows XP. I am putting together a resource CD with various files on it. I
would love to be able to package the CD so that when it is inserted, a menu
comes up and allows the user to choose which file he wants to view. I know
that the Windows Explorer does this, but I want an easier user interface
where they do not have to look at folders and files, but can push buttons to
view various pieces of the CD. I have seen this on some resource CDs I have
that might look like this:
o Read the Administrative Handbook
o Read the User Guide
o Install XYZ Program

When the buttons are pushed, then the file or program is called.

What could I use that is free or builtin to Windows or Office to do this?

Nothing.

You'll have to use third party apps.

A quick-and-dirty way is to create an HTML file that points to all
the other things. Let's say you call that file INDEX.HTML. Put it in
the root directory of the CD, along with a file called AUTORUN.INF,
which contains these two lines:
[autorun]
open=index.html
http://autorun.moonvalley.com/autoruninf.htm contains a description
of the autorun.inf file. Notice at the end that you can create menus
(though I've never tried that myself).

If you want something more elaborate, here's a free utility I just
ran across while googling on "autorun.inf" (with quotes):
