I want to upgrade the Ram on my Packard Bell IXtreme from DDr2 to DDr3 but i don't know if my motherboard supports DDr3

i am not sure of the make or model of the motherboard

DDR2 AND DDR3 are keyed differently you cant install DDR2 ram in a DDR3.

no problem to sum it up you will need a new mother board and possibly a new CPU. Speed difference between the 2 you really can't see the difference. I would put the money some where else like a SSD. If you don't already have one of those.
