I've been experiencing high packet loss which averages around 5%-40%, but I also get ~80% packet loss on my gateway, this has been happening for the past three weeks now and I mainly notice it in online games, but also some webpages take a while to load also.
I'm using a direct connection to my modem(TG797 v3) via ethernet cable which is brand new and the modem is also brand new, as I thought it could've been a cabling or router problem, but I am still having the packet loss occur.
I have called Telstra basically every second day for three weeks now and they have done absolutely nothing, only thing they did was send out a tech which said everything at my house and street was fine, but he suggested to try a new modem which I did(three actually).
The problem occurs on any device I use, laptops, computers and etc.

Things I've tried so far:
•Tested multiple routers(TG797, ASUS N55U_C1 & Thompson TG782T)
•New NIC in my PC as I thought my Ethernet port was the problem
•Brand new cables for everything(Ethernet and dsl cable)
•Tried different power sockets for my modem
•Ethernet over the power
•Isolation test
•DMZ
•Port forwarding
•Tried different devices on my network to see if my computer was the problem, same problem occurs on every device(WiFi, Ethernet and powerline)
•Booted PC in safemode with networking only, to see if any software was conflicting
•Factory resetting modems and trying different firmware
•Tried a different phone-line socket
•Unplugged the landline phone
