From what I understand, ExitLag is a VPN. I suspect if you did a tracert between you and the local fortnite server with and without ExitLag you would see a different path. Why? Because your ISP will try to keep your data on their own network as long as possible to save money.
I think the first step is to figure out if the packet loss is on your end, your ISP, or the Internet.

1. From a command prompt do "tracert google.com". It will list routers between you and google. The first should be your router and the second should be a router that belongs to your ISP (in some building in town somewhere).

2. Open 3 command prompt windows. In each type "ping -n 100 x.x.x.x" where x.x in the 1st windows is the address of the your router. In the 2nd the address of the your ISP's router. And the 3rd ... google.com.

3. In each windows it will send out 100 pings. In the first you should see 0% packet loss. In the second, maybe 1%, but hopefully 0%. In the last, no more than 2% (Hey ... the internet is not perfect!)

So packet loss while gaming seems worse than in general. This would point to two possibilities. The loss is related to the game (game server) or the loss happens in bursts rather than consistently (an intermittent issue).

I would like you to repeat the tests, but instead of "-n 100", do "-n 1000" and while the pings are running start playing your game.

The first one lost 1 packet out of the 1000 so it said 0% loss, the second lost 0 so 0% loss and the third lost 0 so 0% loss. All of these test were gotten while i was playing my game and i was still getting up to 18% packet loss in game.

Have you ever googled "Fortnite packet loss" ... lots of people have this issue and there are a lot (many of them silly) of suggestions on how to fix it.

All your packet loss is in upstream (upload) side. None on the downstream. Clearly this is an indication that the network is fine. The issue seems to be the Fortnite server you are connecting to is receiving too much data at once and dropping some packets. Have you ever tried connecting to different servers? Yes, the closest should be the best, but if it is also the busiest, then that's no good.
