Packet loss or something like that

Hello guys i have been dealing with this issue here for a month and i hope someone can help me here.

whenever i play an online game like world of warcraft - fortnite - overwatch etc, the games sometimes freeze for about 5-15 seconds and then everything that happened between jumps fastforward and this makes competitive gameplay hard. I asked my ISP about it and they sent an technician over and he ran som test in the wall and everything was 100% fine so there is nothing in there side. i recently ran a clean install on windows 10 and there ware no network errors before that. my system is plugged with ethernet cable cat6 and my internet is 100/100 mb-s that sould be enough for online gaming. all of my drivers are up to date and windows updates.

the things i have tried so far
-DNS flush
-tried bunch of different DNS servers
-Rollback on network drivers
-network troubleshoot
-ISP technician
nothing of this has worked for me and i really hope someone can help me here on this forum.

Are the games literally freezing or are they lagging out? If the graphics are freezing it could be a hardware issue and not necessarily a network issue.

What are your hardware specs, including make/model of the power supply? Have you checked CPU and GPU temps, make sure all heatsinks are clean?
