Packet Loss over Time Warner

My internet from Time Warner has been working fine up until about a month and a half ago, at which point I learned that I'm losing around 20% of all packets, causing unplayable lag in games. I'm hesitant to call Time Warner since so many people say they don't really know what they're doing, and I figured it was just a temporary thing (it's not).

Router is a Linksys E2000, with 3 devices connected usually
Modem is a Motorola SB141 -- haven't heard great things about this
Wi-Fi adapter is a Qualcomm Atheros AR938x on an MSI Gaming-5 mobo
Using Windows 10 with driver version 3.0.2.182 for the network adapter


Any and all help would be appreciated.

MTU is set properly according to results. I also did a normal ping and Time Warner's server names took about five seconds to show up despite having around 90 ping. Could this be something?


 
It could be. You might try changing the DNS server from TWC to another. Use DNS Benchmark to determine the best DNS server and change your network settings accordingly. Have you tried changing the password on your router, changing the channel to a less congested one and run virus scans? You can use inSSider to determine the best channel.

Just did everything you suggested -- apparently DNS is OK and Malwarebytes came up empty. Did another packet loss check using winmtr and I'm still losing 20-30% packets on each server :/
