Solution
Onedrive link seems to have expired.. don't worry about it now.

good point about not being able to use PC...

On another PC, download this and make a win 10 Install USB or DVD: win 10 media creation tool

if nothing else, its a good boot disc
change boot order so USB or DVD first, HDD/SSD second
boot from installer, on screen after language choices, select repair this pc, not install

Number of choices from here
1. troubleshoot/advanced/start up options
select one of the 3 safe mode variants
PC boots into safe mode, just restart (this can fix it)

2. Troubleshoot/advanced/start up repair - this will scan PC and maybe fix start - will ask for logon info

Step 3 is a reset, if there is anything on PC you want to save that isn't in...

Step 3 is a reset, if there is anything on PC you want to save that isn't in a library folder (Library folders include Documents, Music, Pictures, etc.) you can try http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/
If you have more than 1 hdd in PC its an idea to d/c it before the reset
If you have steam library, you can copy it all to another location as backup if need be, it can be reused again and saves installing all the games again.
Reset will delete all your programs and anything not in libraries

3. Reset pc (this is on first menu after hitting repair this pc
You can either save files and settings or wipe everything
once you choose, PC will restart and reinstall win 10
