[SOLVED] Painful CS GO mini stutter, high fps low ping

PC: i5 4690, 1080 GTX, 16GB

My rig is pretty overkill for the CS GO, and yet I have massive mini-stutter that are very annoying. It happens randomly throughout the match! Using net_graph my FPS is constant and my ping too.

I don't why but affects my mouse lag aswell!

I tried many things like:
- changing the frame limiter using nvidia inspector
-setting max rendered frame via nvidia settings
some crazy ass cfg's, including from pros
updating my drivers etc.

PLEASE, help me figuring out what is happening, any ideas?
 
Same here, I have a more or less very similar specs

PC:

i5 4690K

GTX 1070 TI

8GB DDR3

My previous Graphics Card actually gave me a smoother experience is most titles.

Leading me to believe the issue stems from being CPU bound, which definitely has caused me severe Mouse Stutter in games like Tom Clancy's Rainbow Six Siege.

In fact when I removed the Over-Clock and put my CPU at stock frequencies it only exacerbated the issue further.

I've tried different Drivers, Configs, Frame Limiters, Nvidia Inspector, even V-sync, all to no avail.

So it seems like we're in the same boat.

I was thinking of upgrading to the new i7 9700k/i9 9900k because having Mouse Stutters in competitive FPS Games drives me absolutely nuts as it can quite easily be the difference between winning and losing.

Sorry I don't have an actual solution.
