i have Palit 8400gs 256mb 64bit ddr2 and MSI B450m motherboard
will it work by using this two component?

Yes the PCIE slot should downgrade to PCIE2 . I don't think that graphics card will work with Windows 10 anymore though. The driver is 4 yrs old.
