Palit GTX 1060 Dual 6GB - Fps issues

I, having issues with my pal it graphics card it's my first time setting up a new graphics card and I get 3fps on arms 3 on a full server of 60 and on a empty server getting 10-14 fps

Are the drivers installed and is the monitor hooked up to the graphics card?
