Palit GTX 1070 8GB DUAL vs MSI GTX 1070 8GB ARMOR OC

I was wondering whether I should get the palit new for $60 more than the MSI which has been used for a month.

My main question is, is it worth the risk to buy a "better" brand GPU for a bit less? And why?

I'd go new, you don't know how that GPU was used in that month and also something I'd question is why someone would sell a GPU after a month of use, especially since nothing newer has been released...
