Palit GTX 660 OC

I own a Palit GTX 660 OC edition.

My question is, why is my fan setting limited to only 73%?

I have tried Thunder Master and MSI afterburner. The maximum fan setting is only 73%.

Can somebody tell me why? Is it a defect? or is it only normal?

Doesn't sound normal to me. A card's fan should be able to put out 100%.
