[SOLVED] palit RTX 2060 super dual full fan no display

help me I'm usually good with tech but today I just can't solve it, so a mate of a mate gave me his palit RTX 2060 super dual to try and fix which when plugged in the fans spin up to full speed but there is no display and my computer doesn't recognise the card and gpuz doesn't recognise anything either, I tried Nvidia drivers then re bios flashing it (never done before so I might have done it wrong) but due to windows not seeing the card it didn't work, couldn't even try either of them, since the guy said it's not under warranty I had a look at the chipset but I couldn't see anything wrong there, ill attach photos bellow of it, I'm pretty good at soldering and I have old broken graphics cards for parts if need be, I don't know what the guy's computer was but if it helps my computer is

i7-9700k
MSI tomahawk z390
650W power supply
and my graphics card which works is an RX 580

Sorry I should have said I was the first to open it and it wasn't working before that
I'm not sure what you are expecting to be able to do with the card. Once you have ruled out a problem with the power supply not providing enough power to the card, or some kind of problem with the motherboard then if it looks and acts like a dead card, it probably is a dead card.

Looks to me like one of the VRM thingies is only partially covered by the thermal pad. That can't be good.
