Are you asking here in reference to the "indexed hat button panning"
in 2D cockpit mode? In V virtual cockpit mode, of course, the
panning is "smooth". I'm not sure if the 2D cockpit view panning
behavior can be changed. However, read on...

When trying to re-create a 3D experience in a 2D environment (a single
monitor in front of our face, with no "real" peripheral vision, for
instance), compromises must be made, and we'll never really be able
to reach a certain point of "total realism".
In "real life", we are in fact able to drastically switch views from
one extreme to another almost instantly, but all that is in between
will simply be a blur at best. In this sense, the indexed panning
mode of the 2D cockpit view might even be more "realistic" (in a very
limited way) than the rather slow rate of "smooth panning" that is
default in the VC view. This rate of smooth VC panning can be
adjusted to be faster, but even so, to try and find a truly
"realistic" setting beyond moving one's head/eyes relatively slowly,
even this adjustment can only go so far towards emulating "reality".
If you do want to at least speed up the smooth panning in the VC, you
can go into your "FS9.CFG" file and adjust this parameter:

PAN_RATE=
The default pan rate there, if I'm remembering correctly, is "400",
and this is indeed "unnaturally" slow compared to what's possible for
a human head and eyes (though we can also move our heads/eyes that
slowly, we probably wouldn't, as a rule, in a situation like flying).
Stuart mentioned "TrackIR", and though I've never tried it, there
seems to be divided opinion over its ultimate desirability, though it
is a very interesting concept.
