Part English Part Chinese

My computer currently has some things in Chinese and some in English. I tried to change everything that was in Chinese into English by changing everything that's in Regional and Language (formats, location, and Administrative) into English or United States yet some things still remains in Chinese. For example when I go into the "Sound Blaster" (I have a creative sound card) tab of my speaker properties, everything is in Chinese. So far this is my main nuisance. Is there anyway to change it so the Sound Blaster tab is only in English?

Do you have the Chinese version of the OS in it? If so you'd have to install the English version, you can't change a localized Windows installation to another language without a full re-installation. Possibly you had some Chinese drivers installed as well, check those.

Try Control panel>region and language>administrative>change system locale and set it to english
