I am planning to buy an MSI R9 280, Intel Core i7-4790K 4.00Ghz, and Sabertooth Z97 Mark 1. And im not a pro at hardwares but i think these parts are enough for gaming?

And I also don't know what PSU,RAM,Cooler,HDD,Etc. to buy for them. Can i get any suggestions?

-PS: I wanted to play like BF4, COD, Watch Dogs, etc. Games like those

The 4790k is overkill, and the Sabertooth Z97 is even more overkill. For the amount of money you are wanting to spend, there's no reason why you wouldn't get a GTX970 or 980, or at least a 290x.

Give your budget and what country you are in and we can put together something for you.

Those parts are more than enough for 1080p gaming. Most people would tell you to get an i5, though, and upgrade the GPU to something like a 290 or 290x because for the most part, games do not use hyperthreading that much and when they do the difference isn't that big. The only difference between a 4790k and a 4690k is hyperthreading.

As for RAM, most will suggest GSkill, they make good RAM at good prices. Go for at least 1600 if not 1866 if the pricing isn't that far apart. And get at least 8GB, look for a matching set of 2x 4GB. This set is on sale with a promo code - http://www.newegg.com/Product/Product.aspx?Item=N82E16820231428&utm_medium=Email&utm_source=IGNEFL022015&nm_mc=AFC-C8JUNCTION&cm_mmc=AFC-C8JUNCTION-_-EMC-022015-Latest-_-DesktopMemory-_-20231428-S0A1C&PID=3938566&AID=10446076

PSU, for the 280 you will probably need at least a 500 watt unit. Something like this high quality Seasonic unit will be able to run a 280, 290 and 290x - http://www.newegg.com/Product/Product.aspx?Item=N82E16817151136

CPU cooler - if you aren't plannig on huge overclocks, the Hyper 212 Evo is the most popular choice - http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=1284316&CatId=798

HDD - you can't got wrong with the WD Green series, 1, 2 or 3 TB. here is the 3TB - http://www.newegg.com/Product/Product.aspx?Item=N82E16822136874&cm_re=wd_green_3tb-_-22-136-874-_-Product

Also, you should consider an SSD. The new Samsung 850 EVO series 120 or 250 GB... (250GB here) - http://www.newegg.com/Product/Product.aspx?Item=N82E16820147372&cm_re=850_evo-_-20-147-372-_-Product

My budget is about 903 dollars which is 40k-50k+ in our country (Philippines)

Well drop to an i5 4xxx and a motherboard in the $100-140 range would be more than good enough. You could easily get a R9 290x or GTX970 depending on what you like. Just make sure you get a good psu. I prefer models made by Seasonic, XFX, and Antec. EVGA also has some good product. The case and RAM are less important. Any 2x4GB RAM kit that's at least 1600mhz will do.

Nice, my mom is Filipina (San Jose, Antique).

Well, I don't know how prices are there for parts like these but going on US prices, you can take $100 right off the bat by going with the 4670k. Since you are only going to use 1 video card, you can knock another $100-125 off easily by getting a lower end Z97 motherboard that only has one or two PCIe x16 slots like this Gigabyte that is still SLI compatible but only costs $100 - http://www.newegg.com/Product/Product.aspx?Item=N82E16813128714&cm_re=z97-_-13-128-714-_-Product. That is about $225 off and you can still get a 290 instead of a 280 and be under your original budget depending on what you choose for the RAM, PSU, HDD, etc.

I used to have the HD 7950 boost 3GB (almost identical to the 280) and it wasn't very good for Watch Dogs. It could run decent in 1080p in medium detail and overall quality in medium. If I turned up the detail to high or ultra, the game would get choppy when driving fast or moving the camera around fast. It was pretty bad. This game is very video memory hungry even in 1080p. When I upgraded to an R9 290 4GB that I got for cheap, the game is now running smooth in 1080p fully maxed out ultra everything.
