My friend wants a PC that will run at solid 60 fps on cod, siege, and apex. All he needs is a PC. His budget is 350-400. And thanks for the help in advance

Does he have any components already? Does he have a monitor? 400 is a very tough budget to get 60 FPS steadily, especially at 1080p. At this price range and requirements, a console may very well be the much better idea.

That's certainly a possibility too, but he'll have to spend more on the motherboard as well.

Now, this is a budget motherboard. If there's a chance he's going to go to one of the higher-end Ryzens, I'd recommend spending more on the motherboard. Chose a MAX one since he won't have problems updating the BIOS. The secondary goal here is to leave as many upgrade pathways as he needs.
