i am building another computer and i am trying to make it ultra-silent, i found this model of the ati readon 7750 wich has no fans, so it is passive cooled

it says PCI Express 3.0 x16, how do i know if the graphic card will fit in my motherboard? http://it.gigabyte.com/products/page/mb/ga-78lmt-usb3rev_50/specs/

Actually, your board only supports PCIe 2.0, so while the card will run in that slot, it will run at the slower PCIe2.0 speed. As far as fitting, they will fit, depending on your case. What kind of case are you using.

how slower? like 10 fps or 1 fps? anyways cooler master elite 330

That would probably depend on what you're playing or doing at the time. Games and video depend on entirely different resources, or can rather, so it would depend. That question would probably be better answered by one of the more experienced gamers but I'd say not more than 2-3 fps in reality based on my experience and the benchmarks listed here:
