Passively cooled computer

Have an odd question.

What are the odds I can passively cool a 6300t in a smallish enclosure? Any recommendations on a non giant passive cpu cooler? Build for a friend basically no budget or size constraints. He wasts 100% silent as he put it "I don't want to be able to hear it if I'm hiding inside the case" and have 4tb disk space. So I figured t series skylake, passive cooler and very expensive ssds and Bluetooth everything as it'll be behind a media cabinet. But I've never tried a 100% passively cooled rig (no case fans either) suggestions?
 
If he doesn't need a GPU then it can be done. I have looked into this in the past though and always relented. The thing is that even a single high quality fan, which is virtually inaudible, will increase your cooling something like tenfold.

All SSDs, integrated graphics, and the single high quality fan bundled with something like a Noctua U12S or U14S cooler (depending on your case size), it would perform perfectly, and be so incredibly close to complete silence that I really question the merits of removing that single Noctua fan.

Anyways, if he really does want absolutely no fans, good luck. I just wonder whether he's actually had experience with high quality fans (like Noctuas) which really are incredibly quiet.

Yeah ive told him the noise he was hearing on his previous media PC was the hard drive, which won't be in this setup, but he insists. I figure I'll buy a low profile cpu cooler with a fan, build the thing and have a passive one on standby if he freaks. Hes never had a computer with an ssd at all so I'm pretty sure he'll be too busy freaking out over the boot time to notice one fan
