Password protected online storage

I hope this is the correct forum. Our Church will periodically have information we want our members to have access to, such as a member directory. We do NOT want the files to be available to just anyone, only those who have contacted us and requested a user name & password. Now for the really hard part.
Our finances are limited, so we'd prefer a free service. We saw Google Cloud runs as low as $0.01/GB but that doesn't seem to fit our needs. We could use a different CMS but the ones we've seen that have restricted on-line access are too expensive for us.
Any suggestions?

I know you can add different accounts to Google Drive at least, I've done that before. Just create a main managing account, then in the options for Drive you can set access to other accounts.
Any cloud storage has a username and password you setup. So any free service like Google Drive, Microsoft OneDrive, Box, DropBox, etc... are fine to use.

Just make sure you don't link this to someone's personal or work email and account and don't use a password used for anything else. Create a new gmail account or something and use that for this since the password will be shared.

Actually it may not be the full Drive access, if you right-click on a file stored there, you can then select Share, and add in an email to share it with, as well as the rights such as Edit, Comment of View, along with a link to that file that will be generated.
