Password restrictions

Is there anyway to stop passwords from having 3 consecutive characters in them(eg. 111passworD)

Not using Windows 2000. You would have to write a custom passfilt.dll [don't
ask me how] or use a third party application. Enabling of password
complexity of course will force some variety in password selection. ---
