Password Text Field Will Not Accept Text

I've run into what I understand is a pretty typical issue with Windows 10: the password field on startup refuses to accept keyboard input. My keyboard is still functioning, as I am able to do things such as shift + restart. However, the on-screen keyboard almost never comes up (of ~26 restarts I was able to get it to come up once but my computer demanded a restart and I was right back where I started) and I am unable to access Safe Mode/Do a system restore/reinstall windows from those menus as all of those things require a password into a text field. What can I do to fix this problem?

Solution
Lets see if it works off a repair disk - Keyboard should work as you are booting off the USB and using default drivers

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose start up repair - this will scan PC and maybe fix this - will ask for logon info

Safe mode probably won't work off USB as often the start up options menu isn't an option, but you could try reset or system restore
