Its possible that when you restart PC and its in the shutdown phase before restart, it might sit on 0% progress for what seems way too long. This appears to be normal as if you wait about a minute or so it will start and proceed with update. If you on HDD, it may take longer - my time based on a R5 3600xt and a 970 Evo plus NVME.
I just thought I better post to say the delay is normal, AFAIK anyway. Don't panic and restart PC as it will end badly
Patch appears to fix a bunch of things including TPM so that might be why it took a while to install updates
