Patriot viper PC3-16000 DDR3- 2000MHz shows only 982 in vista. why?

I just bought a Patriot Viper series Pc3-16000 DDR3 2000Mhz ram with EPP 2.0 ready.
I've set the timings to 9-9-9-24..... vol to 1.90V.....
and also i've set my xfx 790i ultra mobo's FSB to 1600MHz
my problem is that the fereq of the memory shows only 982 Mhz in vista using nvisia system control with ratio 2.5 and FSB fereq 400MHz!!! why? how can i change the memory ratio or FSB to achive 2000Mhz or so? is it even possible?

P.S. my system spec is:

Mobo: xfx nforce 790i ULTRA
CPU: intel core 2 extreme QX9650 (3GH) with multiplir 9x
ram: patriot viper pc3-16000 DDr3 2000MHz, EPP 2.0
GPU: XFX geforce 8800 GTX

what does it show for spd values in cpuz?

i bought some ocz ddr3 1333 based on spd reviews here on toms, have it running @ 750mhz w\ my q9450 @ 3.6ghz.

alot of the ddr3 reviewed here on toms had funky spd values, and some didn't show up as their rated speeds.

Ok no worries, problem solved it. Forst of all i found out that you have to multiply th actual FSB by 2. second I played around the timings and voltages and i got the FSB up to 999 so im getting 1998 MHz total from the my ram!!! which is pretty AMAZING!!!!!
