Can someone scam you by receiving the money and then sending it to another account in order to avoid the dispute ?

That sounds like a question best directed to Paypal, but they have security measures in place and legal methods of recovery from most scammers.

I am going to guess they can track the money as it moved around the PayPal system.

This may be a better question for PayPal themselves.
