Paypal sites keep coming up with can't load this page

I am having same problem 'Web page not found.' This is on HP 15 with Windows 10. My older computer (E-Machine with Vista) has no problem logging in and using PayPal. I think it may be a Windows 10 thing. I will keep looking myself.
