Question PBO turns off after 10-15 sec in Windows

So a few days ago i built this PC:

MB: Gigabyte x470 Ultra Gaming
CPU: Ryzen 5 2600X
CPU Cooler: BeQuiet! Pure Rock
RAM: 2x8 3000mhz Corsair Vengeance LPX
GPU: RX 480
Windows boots from an SSD: 860 evo
PS: Some Thermaltake 650W

MB came with the newest BIOS update so i didn't have to do anything there, updated and installed all the drivers. Then i tried overclocking so i went to the BIOS and turned on XMP for the RAM and PBO for the cpu since i read it's a better solution overall than manual overclocking. Installed AMD Ryzen Master to monitor what's going on with the overclock and the temps overall, but then i noticed a problem. Both in CPU-Z and Ryzen Master the cpu starts off in PBO mode and goes to around 4.05 - 4.1Ghz and then locks into manual mode which puts it on constant 3.8Ghz. IS it supposed to do that? Have i done something wrong with the overclocking or is there a hardware issue?

PS: OK so I read up online more about the ins and outs of pbo overclocking and the only solution i hadn't tried was uninstalling Ryzen Master. Lots of people wrote about it being bad or not even working so i thought i'd try deleting it to see if this changes anything. Uninstalled it cleared the CMOS and now i've kept 4.2-4.25 Ghz (falls down a little for 12 thread workloads 😛) for an hour. For anyone with the same problem, that was my solution... Ryzen Master somehow locked the CPU out of pbo!

Have you tried setting a CPU core voltage negative offset? Start small, of course, as it effectively undervolts the cores but should help keep things cooler and allow holding a boost longer. There are also some core power and current setttings (EDC) that can be relaxed, just can't remember them off-hand.

Tried with a CPU core offset of around 90mv since 100mv wasnt stable and exactly like last time booted in pbo then locks into manual on 3.8GHz and doesn't move. Don't think its a temps problem unfortunately.
