Pc after format cant play games

Hi guys a firend of mine just formatted his pc and now he does not get good fps on his games(all drivers up to date) i think it may be a something with the dx but dxdialog says no problem found pls help

1tb hdd
i5 7600k
MSI h110m pro d

Set the battery performance to HIGH PERFORMANCE.
Update all your drivers including: graphics card, sound, cpu, chipset etc.
Update your games to the latest version.

W10 comes with DX12 but older and even some newer games need DX9.
