pc always starts with a black screen with an underscore that jumps all over the screen for a few seconds

I just built a PC, It always loads slow and starts with a black screen with a white underscore . The underscore jumps around the screen for a few seconds and when it does load the bios and windows loads slowly like in lines like the way a printer would print.. if that makes any sense..
when it does load to windows it's always slow to load, the loading circle it's extremely laggy and pc crashes most of the time.. i tried a working ram a working ssd .. changed the psu (at first i thought it was that because it seemed to work normally with a different psu but when i bought a new one problem continued) changed the motherboard.. only thing i haven't changed was the cpu (brand new) maybe it's the cpu but i rarely hear of any bad cpus that causes those symptoms..
any help would be appreciated. The bios are also slow and laggy

I just replaced last thing that could be replaced.. the cpu and the problem still there.. I have changed everything now, I have no idea what it can be.. bought post card will received soon so hopefully that can pinpoint me to the right direction

turns out it was a bad USB cable causing the bad POST
