Question PC Audio and Video Issues regarding stuttering

Only recently my video and audio settings have been stuttering and ive updated everything possible, my chipset drivers, my audio drivers and my motherboard BIOS has all been updated and the issue still persists. I will list my specs below:

CPU: Ryzen 5 3600
Motherboard: B450 Tomahawk MAX
RAM: Corsair vengeance 16gb 3200
GPU: RTX 2060
SSD: kingston a2000 500gb

my ssd has about 30gb free

my ram usage always sits at about 46-48% and i have yet to find a solution for that.

what i did so far was make a reg file for power throttling to be disabled in both power settings and the registry. i have yet to disable cpu throttling in my BIOS. i did use latency monitor and left it for 20 mins, it concluded that thus far there is no stuttering or audio mishaps. I will keep you updated
