Question PC Audio + Video stuttering

When i use my PC for gaming or watching YouTube, the PC randomly stutters. I don't know how to explain it, but I have noticed that the same effect happens when you scan drivers for hardware changes while watching YouTube. No significant apps are running in the background. I have updated all drivers, performed several action optimizations for gaming (reduced cached RAM, DPX enabled, reinstalling GPU driver, etc.) I have looked on the internet and have not found anything that has helped. If anyone has had this problem or knows any solutions, please help me out!

I've been having a similar issue. It's been going on for a while with me. Then I recently changed motherboards and it seems to have gotten worse. I recorded some examples on my phone of some standard pc use.

I've also started hearing more Coil Whine but that might just be because I just put on an AIO and maybe without the cpu cooler fan it's quiet enough that I can hear it.

I did some 3dMark benchmarks and they all ran smooth aside from 2 hiccups in Night Raid.
