PC beeps twice and is very loud on startup

PC boots up with 2 beeps and then the cpu fan gets very loud. Sometimes if u mess around with it it boots fine with no problems but it's getting on my nerves now please someone help me

Hello.

2 Beeps usually mean a RAM issue. I suggest removing a RAM card and checking if it still does the issue. If yes, replace it, and remove another, and so on, to identify the defective RAM stick.

Solution
Might just be an issue with something not seated properly as well, try removing and reinserting the RAM and the Graphics card to make sure they are inserted properly and making good contact.

Beep codes vary so I'm not sure what 2 beeps mean, but that's a good place to start.

The Fan noise is a safety feature, before the BIOS or OS takes over and starts controlling the Fan speed based on temperature readings they run at full speed just in case. A lot of PC's give a very short burst of Fan speed when first powered up which then is slowed down once the BIOS takes over - you are stalling before that can happen.
