PC bios, cpu fans, case fans dont turn on

When trying to start the PC the fans don't run neither does CPU fan. Lights on the mobo light up and bios doesn't show. Help? B350m gaming motherboard w/ Ryzen 5 1600 (We were also using an HDMI cable if that matters.)

What GPU are you running ? If you're connecting the HDMI cable straight to the motherboard, you won't get any display as there is no onboard GPU.
The HDMI port on the motherboard is there for compatibility with the upcoming APUs.
