PC black screen EZ debug help

I was playing Overwatch when PC powered off. It wouldn't power back on right away. After about half an hour it did but only black screen was showing.
On EZ debug VGA LED is shining. My GPU is Rx 470 nitro and CPU is R5 1600. Mobo is MSI B350 Gaming Pro Carbon. Tajnk you so much for helping.

EZ debug is VGA LED. So if you have other GPU try it, or test the rx470 in other PC, or try other PSU too. Bu the way, what PSU did you have? Also do you try clear the CMOS fisrt, then boot the PC?

My PSU is Corsair RM650x I didn't try clearing the CMOS.

I cleared CMOS, still not working.

Try other GPU if you have one, or test the rx470 in other PC.

Is it normal that fans on graphics card are not spinning?

No. The GPU does not get power. Maybe the GPU, the fan, or the PSU, or something else, has problem.
