Question PC black screens then restarts

Seems like its been a common issue for a while now after some research, but i still have no idea what it could be. Anyone know anything it could be? ive seen in ryzen master that my CPU's EDC (R5 2600x btw) has been sitting at like 95%-100% at practically idle. i dont know what that means but its in red so ide assume its not the best news. Any help would be appreciated, even if its the bearer of bad news.

right so my full PC:
R5 2600x (running at about 4.2 Ghz overclock)
Corsair H115i platinum AIO
ASUS prime B450 plus
32GB corsair vengeance RAM at 3000Mhz
GTX 1070 (Overclocked)
TX750m (PSU by corsair)
then using StoreMI on a corsair 256GB ssd and a tshiba 1TB HDD

CPU temps seem rather ok but CPU voltage seems to fluctuate a lot.
