Question PC blackscreen because of booting in safe mode

Hi guys, today i tried to boot my PC to safe mode because i wanted to reinstall my graphics driver, i tried using the startup options settings and restarting into safe mode but several times my PC just restarted but my monitor would not show up anything, and after a few seconds my PC would shut down by itself.

Because i could not get into safe mode that way, i decided to try another method, which was by using msconfig to manually check safe mode option and restarting my pc. Ever since then, my PC starts up normally but my monitor refuses to display anything even though i am 100 percent sure it is not hardware problems because previously my monitor was working fine.

I have tried windows+ctrl+shift+b but i do not hear the sound cue for a successful monitor refresh, any help would be greatly appreciated, thanks!
