pc boot loop issue

lately, I've been having a strange boot looping problem after upgrading from an Athlon x4 860K to an i5 3570. The motherboard is an MSI H61MU-E35(B3). I already tried replacing the motherboard and tried using an i5 3470 and still, nothing has changed and my brother tried both those parts for his pc and he has no issues. I bought some new ram and tried that but still same issue. I tried swapping my graphics card with my brothers and still same issue and I even tried testing the pc out of the case to see if that was the problem. I also tried booting without any hard drives. I even tried changing the cooler as I noticed the heatsink was pretty close to the capacitors and was considering it was bridging the current, still same problem. I feel like I've done everything and I don't know what could be the problem.
 
You don't know what could be the problem you say? That makes two of us (as you haven't provided any details on it, besides from the title, which doesn't tell the whole story). Be more specific please.
 


so the case I'm currently using is the spec-04 tempered glass
motherboard: MSI H61Mu-E35(B3)
CPU: i5 3570
12gb of ram
MSI GTX 1050 ti
64GB SanDisk SSD
1TB Seagate hard drive and another 2TB Seagate hard drive
power supply is a Seasonic II 620W modular power supply
cooler is a CoolerMaster master liquid lite 120mm
 
Uh? So I've pointed out the fact that you haven't provided sufficient information about the issue you're facing, and your answer is providing the hardware specifications? I honestly can't see the relevancy! Be specific about the actual issue.
 
after further testing it seems that the problem was from a VGA to display port adapter that was used for my second monitor, I was using a different cpu and motherboard and as soon as I unplugged it from the graphics card windows instantly popped up on screen and after shutting it down and retrying everything acted normal. tomorrow or maybe in a few days I will try with the hardware I was having issues with and let you know what happens.
The reason why I gave you specs is that this boot loop issue happened when I bought the cpu and motherboard and had to replace my other adapter around that time due to someone breaking the last one. I gave you all the information that I knew or at least what I thought would have been enough information but clearly I'm atleast wrong in that. The adaptor is atleast a part of the problem but may be the entire problem
