Question Pc Boot loop

Hello everybody, today I built my new pc with second hand parts, even the PSU(I know I shouldn't but didn't have enough money and just could saved more I guess, so anyway), I assembled it, hit the power button and it started, but there was black screen after and 3-4 seconds it stopped and started repeating the rebooting but much faster, I have reseated the memory, the cpu, the PSU cables, basically I did everything

Here are the specs:
CPU - I5-4590
12 gb Ram - one is 8 gb 1,35V at 1600mhz and the 4 is 1.5 at 1333mhz
GPU - Rx570 Rog strix OC
MOTHERBOARD - B85m - HDS
PSU - POWERBOX ATX-550W

I forgot to mention that I checked the Psu with the paperclip trick and it works just fine
