Pc boot loops for some time, then boots up normally

Hello, my problem is a boot loop. Sometimes the pc boots up normally after clicking the power button, sometimes it goes to a boot loop. the boot loop sometimes takes even 10 mins. When the boot loop happens there is no beeps, no leds, cpu fan spins for like 3 seconds and then it turns off.
i tried diffrent mobo,rams and psu, put out the Gpu, Same result every time. What could it be? Can CPU cause it?

corsair vengenace 4x2gb

maybe reseting the cmos will help
